I have the honour to acknowledge the receipt of your Despatch: No 512 of the 28th inst; transmitting a communication from the Acting Superintendent of Police with ref to the advisability of direct communication between the foot of Hong Kong & the Chinese Authorities of howloong & by the desire of H. E. Sir R.J. MacDonnell, requesting me to take into consideration, with the hope of an early ascent by the Ferry here to.
In reply, I have to state this is a matter I do not feel competent to entertain except under instructions from H. M. Minister, to whom I will at once refer it.
